Following positive world and EU practice, the Croatian Parliament passed Zakon o zaštiti od svjetlosnog onečišćenja (NN 14/19). The aim of this Act is to protect against light pollution caused by light emissions into the environment from artificial light sources with the use of more energy efficient lighting.

The first step in harmonizing the current state of public lighting in municipalities and cities with Zakon o zaštiti od svjetlosnog onečišćenja (NN 14/19) is the creation of a Lighting Plan and an Action Plan for the construction and/or reconstruction of the public lighting system, which will define the input information that depend on the specifics of a particular city or municipality and which will represent mandatory bases for the creation of project-technical documentation for the construction and/or reconstruction of the public lighting system.
