ACCREDITATION
Accreditation
TESLA d.o.o. holds a Certificate of Accreditation from the Croatian Accreditation Agency (HAA) under HRN EN ISO/IEC 17025:2017 for the field of light and lighting testing. Our lighting measurements are carried out by an accredited testing laboratory, and our reports are legally valid.

Legally valid and reliable measurements
HRN EN 13201-4:2016
We measure according to standardised methods for measuring lighting performance, which are also referred to in the Ordinance (OG 22/2023).
CCT per OG 22/2023, Annex V
We measure correlated colour temperature (CCT) using the procedure prescribed in Annex V of the Ordinance on the measurement and monitoring of environmental illumination.
Accredited testing laboratory
The TESLA d.o.o. testing laboratory is accredited under HRN EN ISO/IEC 17025:2017, which is a legal requirement for valid lighting measurements.
What we measure
Lighting measurements of outdoor lighting cover the parameters prescribed by the Ordinance on the measurement and monitoring of environmental illumination (OG 22/2023).
Luminance
Luminance measures the intensity of light that a surface emits or reflects towards the observer, which is key for roads and advertising signs.

Horizontal and vertical illuminance measure the amount of luminous flux falling on a surface and are decisive for the safety of pedestrians and drivers.

CCT describes the “warmth” or “coolness” of a light source and shows whether an installation has an unacceptable visual or biological impact on the environment.

It is not enough for someone to turn up with a measuring device and read off values. A valid measurement requires an accredited laboratory.
Legal requirement
Under Article 4, paragraph 5 of the Ordinance, lighting measurements may only be carried out by legal entities and natural persons – sole traders – that have a testing laboratory accredited under HRN EN ISO/IEC 17025 by an accreditation body that is a signatory of the EA MLA agreement.
Legal validity of reports
A test report that was not issued by an accredited laboratory has no legal value. TESLA d.o.o. reports are issued by an accredited testing laboratory and therefore meet the requirements of the Ordinance (OG 22/2023).
Initial and periodic measurement
The first measurement is carried out during trial operation, before the use permit is issued, and periodic control measurements are carried out once every five years.

Local government units and municipal companies
Public lighting operators who must carry out initial and periodic control measurements of their installations.
Investors and contractors
Construction or reconstruction of roads, car parks, industrial zones, shopping centres and residential complexes.
Owners of billboards and screens
Proof that the luminance of the installation does not exceed the prescribed values, especially at night.
Owners of commercial and residential buildings
Verification that the outdoor lighting of facades, surroundings and car parks does not exceed the permitted limits of environmental illumination.
