First fines issued for not having a Lighting Plan and Action Plan
As we have learned, local government units have begun inspection controls regarding the possession of a lighting plan and action plan, and the first fines have been issued to responsible persons (mayors and municipal chiefs), reaching up to €6,600.00.
The Regulation on the content, format, and method of preparing the lighting plan and the action plan for the construction and/or reconstruction of outdoor lighting (NN 22/2023 dated February 24th, 2023) prescribes the obligations of local government units regarding their public lighting system.
It is important to note that the cost of preparing the Lighting Plan and Action Plan is, in most cases, not higher than the amount of the fines.
The deadline for preparing the documents expired last year on March 4, 2024.
If the Lighting Plan and Action Plan are not prepared, this may result in potential fines for the responsible local government officials (mayors and municipal heads) of up to 50,000 HRK (€6,636.14), as well as fines for the local government units themselves of up to 50,000 HRK (€6,636.14), regardless of whether the local government unit already has LED lighting installed in its area or not.
