Discover New Opportunities: Croatia Launches a Major State Support Program for Electricity Storage Facilities

The Ministry of Economy has officially announced the “State Support Program for Facilities for Storing Self-Produced Electricity for the Purpose of Deferred Energy Delivery to the Grid”. This program represents a significant opportunity for companies looking to invest in modern energy storage solutions, playing a key role in Croatia’s energy transition.

📢 Why is this program so important?

Croatia is committed to significantly increasing the share of renewable energy sources, especially those like wind farms and solar panels. However, the existing power system has limitations. This program directly addresses these challenges by promoting the establishment of electricity storage facilities, particularly battery systems, at renewable energy production sites.

The key advantages of this approach are:

  • Time-shifting of production and consumption: Storage allows the use of energy produced from renewable sources when it is needed, increasing their actual utilization.
  • Improved grid stability: Battery systems enable rapid changes in electricity supply or consumption, which is crucial for stabilizing the power system.
  • Reduction of import dependence: By using more domestic renewable energy, Croatia reduces its reliance on energy imports.
  • Increased system resilience: Enhanced energy storage makes the system more resilient to external disturbances, including geopolitical and climate risks.
  • Fulfillment of EU goals: Directly contributes to Croatia’s obligations toward EU renewable energy goals.

It is crucial that state support is considered necessary to ensure the economic viability of these investments, which otherwise would not be realized or would be implemented on a reduced scale and/or at a slower pace. The goal of the program is the installation of at least 60 MWh of battery systems by the end of 2026.

✅ Who is eligible to apply for the program?

The program is open to a wide range of businesses:

  • Micro, small, medium, and large entrepreneurs with a business unit or branch in Croatia at the time of subsidy payment.
  • Eligible entrepreneurs can be privately or publicly owned.

✅ Which projects are supported by the program?

The program specifically targets investments in electricity storage facilities that:

  • Are part of combined renewable energy and storage projects (behind the meter), where both elements are part of a single investment,
  • Are connected to existing renewable energy production facilities,
  • Have a storage component that annually absorbs at least 75% of its energy from directly connected renewable energy production equipment,
  • The support applies to newly installed or refurbished capacities,
  • Storage facilities must be located within the scope of the production facility, on the building plot where the connection facility is located, or in the immediate vicinity of the connection facility.

💶 Financial Details: Subsidy Amounts and Intensity

This program provides significant financial support:

  • Total allocation for 2025: €50,000,000
  • Minimum subsidy amount per project: €1,000,000, meaning that the minimum investment must be €2,000,000 for small entrepreneurs (*note: the minimum investment is €2,000,000 if a small entrepreneur achieves a subsidy rate of 50% (20% + 30%))
  • Maximum subsidy amount per project: €6,000,000
  • Eligible costs: Total investment costs of the project

General subsidy intensity: The subsidy intensity generally will not exceed 30% of eligible investment costs for electricity storage facilities.

• Increased intensity for SMEs:

  • For small entrepreneurs, the intensity can be increased by 20%.
  • For medium entrepreneurs, it can be increased by 10%.

• Up to 100% subsidy in a competitive tender procedure: the subsidy intensity can reach 100% of eligible costs if the support is granted through a competitive tender process that meets specific criteria of transparency, non-discrimination, and market competition.

*Note: This is a preliminary calculation based on currently available data; exact figures will be known after the announcement of the tender.

📅 Key Dates and Application Process

  • The subsidy application must be submitted before the start of project works.
  • Applications will be submitted through a public Call for Project Proposals, which will be published on the Ministry of Economy’s website (https://mingo.gov.hr/) and the Public Portal of the eNPOO system (https://fondovieu.gov.hr/).
  • Subsidy allocation period: Support can be granted from the date the Program comes into effect, but no later than December 31, 2025.
